基本資料
1978 年成立的藍天使標章是德國的環保標章，是世界第一個，也是最知名的環保標章之一。藍天使標章所有權屬德國聯邦環境、自然保護與核能安全部所有，並由聯邦環境署與產品品質保證與標章驗證機構(RAL)負責計畫執行；環保標章委員會(Environmental Label Jury)制定產品規格標準並決定標章之頒發與否。近年來德國藍天使標章積極推展國際合作，與中國和日本環保標章執行單位共同簽署合作同意書，相互承認環保標章，同時可擴大標籤使用量與提高國際知名度。環保產業與藍天使標章之關連性，主要是要掌握藍天使標章對再生材料使用之規定。

適用產品
藍天使標章規格標準分類方式，與世界各國依主要用途進行產品群組的區隔不同，是依照產品的環境保護性區分為資源保護、水資源保護、氣候保護、以及環境與健康保護等四大類，目前公告125項產品/服務之環保標章規格標準，產品如下表所示。

驗證申請流程
步驟一：凡屬已開放規格標準範圍之產品，申請者應向RAL（環保標章發證單位）遞交申請書與產品符合規格標準要求之證明文件。文件內容至少應包括以下項目：
（1）申請者基本資料：
- 公司名稱
- 營業區域
- 聯絡人資訊含電話/地址/電子郵件信箱
- VAT Number（公司商業登記編號）
- 公司電匯帳號(internal reference number)
- 文件並應經適當授權人簽名
（2）產品相關資料：
- 產品適用之藍天使標章規格標準項目
- 產品服務名稱（品牌與銷售名稱）
- 生產申請產品之工廠地址
- 年度預期營業額
（3）產品符合藍天使規格標準證明文件
- 依各規格標準內容準備
- 申請資料應投遞至以下聯絡處：

步驟二：RAL於接獲申請案後將展開申請案符合性審查，此一審查以文件審查形式進行，RAL並不執行生產現場查核。
步驟三：知會各州(Bundesland)政府，收集各州政府建議。
步驟四：審查完成，若通過則與申請者辦理藍天使標章使用合約。
步驟五：申請廠商依簽訂之藍天使標章使用合約，更新其產品文宣與標示資訊。
藍天使與中國和日本環保標章已經統一環保標章中的驗證項目與要求，支援並簡化製造商的驗證申請流程，大幅減少跨國標章申請所面臨的語言隔閡以及翻譯文件等額外費用支出，舉例而言，如果德國廠商欲外銷產品至中國，將來只需要向藍天使標章執行單位RAL gGmbH申請中國的環保標章即可。

驗證費用
藍天使標章驗證收費之規定，目前收取申請費與年費二種費用，其中申請費為250歐元（另須外加19%稅），而已申請通過之產品或服務，若需以其他品牌或公司名義銷售，則需另付150歐元（稅費外加）之案件處理費。另年費之計算方式如下表所示，而委託顧問單位資料整理與送件費約台幣15萬元。

取得效益
藍天使標章知名度高，德國聯邦環境局之調查結果，在德國有92％的人知道藍天使標章，有37％消費者會選擇藍天使標章產品；在與中國、日本環保標章互相承認後，更可提高品牌知名度擴散性，有助於產品之銷售。
